The picture above one of many types shows that it had lots of work on it so it was intended to exist but the project was trying to cover everything so it just was too much and got eventually to become Widows 10 and now they are about ready to release Windows 11.
In the develoment of Windows 8.1 the very last one that version began to look like the start on Windows 9.
